Focus jumping on startup

I love the startup rules with specific workspaces. But in rtwm whenever a new window gets spawned, focus jumps there. So if I don't wait for full startup I often start typing basically to some random app on another workspace instead of my terminal or whatever.

I see two resolutions:

1. Make a startup period that ends only after all apps started or some timeout.
2. Just generally don't move focus if window is spawned on another workspace. I can't see any situation where it is usefull
